President of Triangle Facilities Engineering, PA and a Professional Engineer with over 39 years of hands-on and leadership and technical experience in civil engineering, design, analysis, failure analysis including construction and project manager of design-build teams. Experienced in construction, renovations and maintenance including planning, design, budgeting, construction, demolition, project management, failure investigations and special inspections. Efficient and effective engineer and manager with organizational leadership and team building skills along with strategic partnerships in Federal, DOD and private industry. Mr. Craig holds a B.S. in Civil Engineering from North Carolina State University. For the last few years, he has served as the QA Manager for a large Nuclear Engineering program, focused on Appendix B work with Nuclear Power Plants and the Department of Energy including Oak Ridge National Laboratories, Los Alamos National Laboratories and Pacific Northwest National Laboratories and others.

Professional Engineer with over 48 years of hands-on and leadership experience in infrastructure and facility design. Hank is a graduate of the West Virginia University Institute of Technology and completed graduate courses at West Virginia University. He is a current member of the executive committee of the NC Combined Heat and Power Initiative and a member of the board of directors for the West Virginia University Institute of Technology Alumni Association. Hank also recently developed a micro-grid to provide electricity, water and waste facilities to Haiti. The micro-grid has been shared with the United Nations and the Clinton Global Initiative.

Omer Heracklis, P.E.
Civil Engineer

Omer Heracklis has over 35 years of experience as an engineer and consultant. He has expertise in pavement evaluation/design, evaluation of floor slabs, property condition assessments, construction management; structural and roof damage assessment and inspection; and project management. Mr. Heracklis has hands-on experience in investigating, designing, and managing pavement rehabilitation projects for clients such as Wal-Mart Stores, Inc., where maintaining access to operational facilities, meeting schedules, and completing projects within budget are of paramount importance. Mr. Heracklis has extensive experience investigating property damage and loss, has handled insurance company claims, and provided expert testimony services. He has conducted dozens of investigations of damage caused by hurricanes, seismic events, and tornadoes. Mr. Heracklis has an extensive background with construction materials testing, forensic pavement evaluations, development of pavement rehabilitation plans and specifications.

Mr. Heracklis provides construction phase services which may include: preparation of contract documents, development of plans and specifications, conducting pre bid meetings, evaluating contractor’s bids, responding to RFIs, review of contractor payment applications, construction observation services, and closing-out projects with the development of punch lists. Mr. Heracklis routinely prepares reports, communicates with clients/other consultants and/or contractors. Mr. Heracklis is experienced in developing repair recommendations for commercial, industrial, residential, and government assignments. Mr. Heracklis is currently registered in NC, SC, and FL.

Carrie Mero Kennedy, P.E.

Ms. Kennedy has over 16 years of progressive experience conducting and managing environmental projects involving drinking water, wastewater, stormwater, and spill planning. She currently serves as the Director of the Environmental Services for Triangle Facilities Engineering, P.A. (TFE). She is a Business Developer, Project Manager, and Project Engineer and also provides technical, project management, and marketing support for the expanding the environmental service offerings throughout the southeast.

Her experience includes specific projects including utility privatization support; sanitary sewer infiltration/inflow (I/I) studies and sewer rehabilitation design; grease interceptor (GI) evaluation studies and Fats, Oil, and Grease (FOG) managemen programs; oil/water separator (OWS) pretreatment evaluations, and design; industrial wastewater surveys and pretreatment studies; drinking water backflow prevention/cross-connection surveys, program development, and backflow prevention awareness training; drinking water vulnerability assessments; spill prevention controls and countermeasures plan (SPCC) development; water-related project development for Department of Defense (DoD) Energy Savings Performance Contracting; and water-related compliance audits. Ms. Kennedy’s experience has largely been with DoD clients, but she has also provided service for industrial and municipal clients throughout her career. She is the current President of the Society of American Military Engineers at Ft. Bragg.

Extensive experience including the design of housing and subdivisions, elementary and higher education facilities, office buildings, industrial, and military projects. Mr. Koss typically coordinates the design for the roads and parking; grading and drainage; sediment and erosion control; water, sewer, fire, power, communications, site lighting; and landscaping. He will also manage the mechanical, electrical, structural, and plumbing design efforts. Roger Woods has been a leader in the engineering community in North Carolina for over 33 years. He is a registered engineer in the State of North Carolina and a mechanical engineer with a wide range of experience in building systems including the North Carolina Community College System and many other Higher Education Facilities. His project experience includes leading smaller upfit projects and multimillion dollar projects in numerous market sectors that include: Higher Education, K-12 Schools, Energy, Institutional, Industrial, and Healthcare. He has served in leadership positions in government and industry organizations, including his current position as Energy Forum Chair for the American Council of Engineering Companies (ACEC). Gary E. Prime, P.E.

Pavement/Airfield Engineer

Professional Engineer with over 31 years of hands-on and leadership experience in civil engineering for governmental, institutional, residential, industrial, commercial, recreational, and multi-use developments for both the public and private sectors. Gary has experience in airfield maintenance and pavements; site development experience including grading and drainage design, hydrology, utility design, water distribution systems, sewer collection systems and packaged pump stations. Mr. Prime also has experience in traffic studies, roadway design, zoning and environmental permitting, cost estimating, construction administration and inspection. He has designed projects from the ground up, managed multiple design teams, as well as managed his own business. Because of Gary’s vast knowledge and expertise in his field, he has been certified by the MA Superior Courts as an “expert witness” in land development cases. Mr. Prime has also prepared and presented land development seminars for higher education. Mr. Prime is currently registered in NC, MA, NH, and NY.

Anna Turlik

Ms. Turlik is a professional with more than 19 years of civil and environmental engineering and project management experience including process analysis, procurement, site assessment, manage health and safety programs, remedial implementation, corrosion assessment and design, and AC mitigation. She has been instrumental in DoD programs involving RPA assets for all services where Ms. Turlik managed data collected in accordance to DoD contract requirements and company policies, procedures. Ms. Turlik currently has a Security Clearance. Ms. Turlik is an Active Member and on the board of directors of the Society of American Military Engineers (SAME) Ft. Bragg post.

She has severed as a Project Manager on several NCDOT projects. These projects consisted of Preliminary Site Assessments (PSA) and Underground Storage Tank (UST) removal. The assessments were performed on new alignment routes to identify if there had been any environmental impact to the soil or groundwater. A PSA report was written to relay the findings of the sampling activity. USTs were removed in accordance with NCDENR.

Ms. Turlik was a key contact for an emergency response team called the RATS. Her role as a RAT was to coordinate responses to the site of rail incidents and render technical assistance to CSXT Hazardous Material Systems personnel in areas peripheral to the normal emergency responder role. The RATS Team, additionally interfaces with regulators on CSXT's behalf and represents them on technical issues with the regulatory groups.

William P. Ostag, RA, LEED AP

William P. (Bill) Ostag is a native of New York City. He received his Bachelor of Architecture from The Cooper Union for the advancement of Science and Art and was employed by the architectural firm of Norman Jaffe AIA, specializing in custom homes and Planned Unit Developments in the New York regional area.

Bill enlisted in the U.S. Navy and received a commission as an Ensign in the Civil Engineer Corps. Following his initial tour in Naval Mobile Construction Battalion FORTY, Bill held numerous facility engineering/operations and construction management positions at Navy installations in the United States, Europe and Asia. As a construction manager, Bill successfully executed the construction of housing, medical, RDT&E, laboratory and intelligence facilities, as well as waterfront and aviation installation facilities and infrastructure, with an aggregate value of over $700 million. Additional duties included Conventional Forces Europe Treaty Coordinator for Commander, Naval Activities Spain, and Program Manager for Environmental Impact Statements for Navy aviation test and evaluation facilities at China Lake, CA, Point Mugu, CA, Patuxent River, MD, and Andros Island in the Bahamas. During his 25 year active duty career, Bill received his Master of Science Degree in Architectural Engineering (construction management) from the Pennsylvania State University. Bill retired from the Navy at the rank of Captain.

Bill’s post-Navy career included a number of construction management assignments including the Queens Children’s Psychiatric Center (Bellerose, NY) renovation, the Raleigh Convention Center, completion of the Medical Sciences Building II at VCU, and various facilities at Camp Lemmonier, Djibouti and in northeast Afghanistan.
