Experienced in construction, renovations and maintenance including planning, design, budgeting, construction, demolition, project management, failure investigations and special inspections. Efficient, effective engineer/project manager with organizational leadership and team building skills along with strategic partnerships in Federal, DOD and private industry. Mr. Craig holds a B.S. in Civil Engineering from North Carolina State University.

For the decade, Mr. Craig has served as the QA Manager for a large Nuclear Engineering program, focused on Appendix B work with Nuclear Power Plants and the Department of Energy. This work coninues as a Nuclear QA Specialist on a part time basis working for power companies and goverment facilities such as Los Alamos National Laboratories, Savannah River Nuclear Solutions, Oak Ridge National Laboratories, and Pacific Northwest National Laboratories and others. Active registrations in North Carolina and South Carolina.

Mr. Sabata has over 52 years' of experience managing complex projects ranging in cost from several thousand to over twenty million dollars. He has managed the renovation and construction of municipal facilities for local government officials. He is experienced in the field design of drainage structures, as well as stormwater management and control planning. Mr. Sabata holds a BS from the United States Military Academy, West Point, and a MS in Civil Engineering (major in geotechnical engineering with a minor in water resources) from North Carolina State University. A registered professional engineer in North Carolina and Virginia, Mr. Sabata is a past member of Professional Engineers of North Carolina, American Public Works and Association, and American Society of Civil Engineers; and is a current member of the Society of American Military Engineers. He has served on the American Council of Engineering Companies of North Carolina. He has worked with North Carolina's Department of Environment Quality and served on the Stormwater Stakeholders Group developing a Statewide Comprehensive Stormwater Management Program.

James H. Jatko, P.E.

Mr. Jatko has over 45 years' of hands-on technical civil engineering and leadership experience and the ability to multi-task, redirect and focus quickly as demands and requirements change. He has in-depth knowledge and experience in design, site design, analysis, budgeting, failure analysis, program management, project development and management, and supervisory responsibilities including working with a variety of government and non-government organizations, data analysis and synthesis, report preparation and presentation. Have provided public speaking and high level government briefings, team building and organizational development, conflict resolution and customer service.

Mr. Jatko's career included building and managing high performing teams and organizations working for local government, federal government, and the private sector. In the 1990's Mr. Jatko worked in the federal governments initiative called Reinventing Government the government organization and was awarded in customer service, and in FEMA, both as a Project Specialist, PACL, Technical Specialist, and Program Delivery Taskforce Lead in the New Delivery Method on a major disaster. Mr. Jatko holds a BS from Rensselaer Polytechnic Institute, MS in Geotechnical Engineering from Kansas State University.

Gary L. Weekley, PE

Professional civil engineer with over 47 years' of hands-on experience in civil engineering, design, geotechnical, analysis, failures in construction projects. Mr. Weekley has extensive experience in projects of all types including roadways, airport runways, special investigations, building condition surveys, property assessments dams, ponds, retaining wall design, and construction projects of all types. This has included many evaluations of roadways, pavement, airport runways, stormwater, fill embankments, slope stability, earth dams, and environmental issues.

Mr. Weekley has experience in siting, design and construction of landfill facilities in the southeastern United States, including in North Carolina, South Carolina, Georgia and Alabama. Mr. Weekley is experienced in the analysis and evaluation of subsurface data for landfills, structures, dams, lagoons and earth embankments including settlements, slope stability, excavation, dewatering, grouting and bearing capacity. Mr. Weekley holds a B.A. in Civil Engineering from West Virginia Institute of Technology and M.S. in Civil Engineering from Virginia Polytechnic Institute and State University. Active registrations in North Carolina, South Carolina and Georgia.

He is often called on to evaluate changes in construction or failed structures to provide efficient repairs to keep construction projects moving. Hank is a graduate of the West Virginia University Institute of Technology and completed graduate courses at West Virginia University. He is a current member of the executive committee of the NC Combined Heat and Power Initiative and a member of the board of directors for the West Virginia University Institute of Technology Alumni Association. Hank also recently developed a micro-grid to provide electricity, water and waste facilities to Haiti. The micro-grid has been shared with the United Nations and the Clinton Global Initiative.

Omer Heracklis has over 40 years' of experience as an engineer and consultant. He has expertise in pavement evaluation/design, evaluation of floor slabs, property condition assessments, construction management; structural and roof damage assessment and inspection; and project management. Mr. Heracklis has hands-on experience in investigating, designing, and managing pavement rehabilitation projects for clients such as Wal-Mart Stores, Inc., where maintaining access to operational facilities, meeting schedules, and completing projects within budget are of paramount importance. Mr. Heracklis has extensive experience investigating property damage and loss, has handled insurance company claims, and provided expert testimony services. He has conducted dozens of investigations of damage caused by hurricanes, seismic events, and tornadoes. Mr. Heracklis has an extensive background with construction materials testing, forensic pavement evaluations, development of pavement rehabilitation plans and specifications.

Mr. Heracklis provides construction phase services which may include: preparation of contract documents, development of plans and specifications, conducting pre bid meetings, evaluating contractor’s bids, responding to RFIs, review of contractor payment applications, construction observation services, and closing-out projects with the development of punch lists. Mr. Heracklis routinely prepares reports, communicates with clients/other consultants and/or contractors. Mr. Heracklis is experienced in developing repair recommendations for commercial, industrial, residential, and government assignments. Mr. Heracklis is currently registered in NC, SC, and FL.

Professional Engineer with over 37 years' of hands-on and leadership experience in civil engineering for governmental, institutional, residential, industrial, commercial, recreational, and multi-use developments for both the public and private sectors. Gary has experience in airfield maintenance and pavements; site development experience including grading and drainage design, hydrology, utility design, water distribution systems, sewer collection systems and packaged pump stations. Mr. Prime also has experience in traffic studies, roadway design, zoning and environmental permitting, cost estimating, construction administration and inspection. He has designed projects from the ground up, managed multiple design teams, as well as managed his own business. Because of Gary’s vast knowledge and expertise in his field, he has been certified by the MA Superior Courts as an “expert witness” in land development cases. Mr. Prime has also prepared and presented land development seminars for higher education. Mr. Prime is currently registered in NC, MA, NH, and NY.

William P. (Bill) Ostag is a native of New York City. He received his Bachelor of Architecture from The Cooper Union for the advancement of Science and Art and was employed by the architectural firm of Norman Jaffe AIA, specializing in custom homes and Planned Unit Developments in the New York regional area.

Bill enlisted in the U.S. Navy and received a commission as an Ensign in the Civil Engineer Corps. Following his initial tour in Naval Mobile Construction Battalion FORTY, Bill held numerous facility engineering/operations and construction management positions at Navy installations in the United States, Europe and Asia. As a construction manager, Bill successfully executed the construction of housing, medical, RDT&E, laboratory and intelligence facilities, as well as waterfront and aviation installation facilities and infrastructure, with an aggregate value of over $700 million. Additional duties included Conventional Forces Europe Treaty Coordinator for Commander, Naval Activities Spain, and Program Manager for Environmental Impact Statements for Navy aviation test and evaluation facilities at China Lake, CA, Point Mugu, CA, Patuxent River, MD, and Andros Island in the Bahamas. During his 25 year active duty career, Bill received his Master of Science Degree in Architectural Engineering (construction management) from the Pennsylvania State University. Bill retired from the Navy at the rank of Captain.

Bill's post-Navy career included a number of construction management assignments including the Queens Children's Psychiatric Center (Bellerose, NY) renovation, the Raleigh Convention Center, completion of the Medical Sciences Building II at VCU, and various facilities at Camp Lemmonier, Djibouti and in northeast Afghanistan.
